The Design & Planning Process for a New Home in Pacific Palisades

Designing Your Dream Home: What to Expect in Pacific Palisades
Pacific Palisades offers some of the most desirable lots in Los Angeles — ocean breezes, hillside views, and quiet, residential neighborhoods. But building a new home here requires more than just a great design. It requires a deep understanding of city planning, fire rebuilding policies, and how to work within both Los Angeles and local neighborhood council guidelines.
Step 1: Site Study & Feasibility
Before architectural design even begins, your builder and design team should evaluate:
- Slope and soil conditions
- Fire damage (if rebuilding)
- Utility access and easements
- Planning overlays or Specific Plan areas
Many Palisades homes are in fire-prone areas or hillside zones, triggering extra scrutiny from LADBS and the Los Angeles Fire Department (LAFD).
Step 2: Architectural Design & Planning Submittal
Once your site conditions are known, your architect can begin designing to zoning limits:
- Floor area ratio (FAR)
- Height and daylight plane limits
- Setbacks
- Parking and garage location
Plans are then submitted to LADBS and may also require review by the Pacific Palisades Community Council or neighborhood design review boards.
Step 3: Plan Review and Permitting
Expect several rounds of plan check from Building & Safety, sometimes including revisions. If you’re rebuilding from fire damage, you may be eligible for expedited processing under LA’s Fire Rebuild Program.
As our CEO Aaron Weiss says:
“We’ve helped multiple families rebuild after the Palisades fires, and what we’ve learned is that clear, code-compliant design paired with consistent follow-up is key to moving things forward.”
Step 4: Construction Prep & Groundbreaking
Once permits are issued, construction prep can begin — grading, retaining walls, utility trenching, and then foundation work. For hillside or post-fire lots, site work can be as complex as the home itself.
